WHY DO YOU NEED PAINT CERTIFICATION OF CONFORMITY?

Paint is a material on the list of materials that need to be conformed. It is a construction material, which helps create buildings and has direct impacts on humans’ health.

As specified in Part 2 of Vietnamese Conformity Standards 16:2014/BXD (national technical confomity standards of products and goods of construction), paint is a material on the list of construction materials that need conformity certificates to ensure the safety of products before they are circulated on the market.

Types of paint that need conformity proclaims include:

PAINT CERTIFICATION OF CONFORMITY METHODS

Individuals and organizations manufacture and import products of chosen types of paint by mode 5 or mode 7 in accordance with Circular 28/2012/TT-BKHCN issued on December 12^th, 2012 of Ministry of Science and Technology regarding certification of conformity proclaims and suitable assessment methods with standards.

REQUIRED DOCUMENTS

1. 01 Proclamation of conformity
2. 01 Certifcate certifying the conformity of paint products with relevant technical conformity standards issued by the conformity cerification organization. (copy)
3. 01 Copy of general descriptions of paint products such as characteristics, uses, features, etc.

If units themselves proclaim conformity of products based on self-assessment results, proclaimation documents include:  :

1. 01 Copy of conformity.
2. 01 Copy of testing results; Calibration results produced in an accredited or appointed laboratory (if any).
3. 01 Copy of general descriptions of paint products that need conformity proclamations of characteristics, uses, features, etc.
4. 01 Copy of manufacturing process quality controlling plan developed and applied in a form. In the case that organizations and individuals, which proclaim conformity have certified quality management systems in accordance with ISO 9001 standards, copies of certificate in accordance with ISO 9001 standards are required.
5. 01 Copy of tenure monitoring plan.
6. 01 Report of conformity assessment enclosed with relevant documents.

PAINT CERTIFICATION OF CONFORMITY PROCEDURES

Paint certification of conformity procedures in accordance with Vietnamese Conformity Standards 16:2014/BXD for domestic production units: Domestic paint production units are certified by mode 5 (in accordance wih Circular 28/2012 of Ministry of Science and Technology), the certification process is as follows:

1. Provide information of products and company for Vinacontrol through a registration certificate, download the registration certificate here
2. Draft a contract
3. Conduct assessments in the company and carry out sampling
4. Issue certificates of conformity
